SCOR: the shared language of supply chains.

The Supply Chain Operations Reference model has been supply chain's shared language for thirty years. Here is what it is, how the current Digital Standard is organized, and why we build on it.

What SCOR is

SCOR — the Supply Chain Operations Reference model — was developed in 1996 by the management consulting firm PRTM together with AMR Research, and was endorsed by the Supply Chain Council as the cross-industry standard for supply chain strategy, performance management, and process improvement. The Council is today part of the Association for Supply Chain Management (ASCM), which stewards the model.

The current edition, the SCOR Digital Standard (SCOR DS), is open-access under Creative Commons — anyone can read and apply it with a free ASCM registration, no license fee. That openness matters: a reference model only works as a shared language if everyone in the conversation can afford to speak it.

The shape of SCOR DS

SCOR DS organizes the supply chain around seven management processes.Orchestratesits at Level 0 — the activities that connect the chain externally to suppliers and customers and internally to its own stakeholders: business rules, network design, data and analytics, risk, ESG, performance management. Six Level-1 processes then describe the work itself — each links to our practitioner explainer of that process:

  • Plan — developing the road maps to operate the supply chain.
  • Order — the customer purchase of products and services.
  • Source — procuring, scheduling, receiving, and transferring products and services.
  • Transform — scheduling and creating products (classic SCOR called this Make).
  • Fulfill — executing customer orders and services (classic SCOR's Deliver was split into Order and Fulfill).
  • Return — the reverse flow of goods and services, and its disposition.

The other structural change is easy to miss: SCOR DS retired the linear pipeline. The model now draws the supply chain as a continuous, connected network, always in motion — which is what supply chains actually are. Read with agent eyes, it is also a picture of concurrent, asynchronous work: how software agents behave when they operate one.

Performance: eight attributes, one discipline

SCOR expresses performance through eight attributes — reliability, responsiveness, agility, cost, profit, asset management, environmental, and social. An attribute sets strategic direction; underneath it, a hierarchy of defined metrics does the measuring, each level serving as the diagnostics of the level above. Perfect customer order fulfillment, a Level-1 reliability metric, decomposes into delivered-in-full, on-time-to-commit, documentation accuracy, and condition — each defined, each computable from the transactions beneath it.

That discipline is the model's real power. When a metric is defined once, externally, and decomposes into defined diagnostics, two organizations — or a human and a software agent — can disagree about a decision while agreeing entirely about the numbers. Most supply chain arguments die right there.

Why a decision-intelligence platform builds on it

The A2go Decision Intelligence Platform (ADIP) grounds its agents in SCOR deliberately. Agents amplify whatever clarity — or ambiguity — they are given: an agent reasoning over conflicting definitions of "on time" will proceed confidently on the wrong one. SCOR supplies the shared, versioned, externally-stewarded vocabulary that keeps human judgment, system data, and agent reasoning pointed at the same reality.

The metric hierarchy also draws our architectural line: judgment about trade-offs may be generative, but the numbers it rests on are computed deterministically, to SCOR's definitions — so a figure in a recommendation is auditable down to the transactions beneath it. And our Judgment Layer is, in SCOR DS terms, an implementation of Level-0 Orchestrate: set the constraint envelope, sequence the decision loops, keep every commitment and its rationale on the record.

We come by this honestly. Both founders worked at PRTM — the firm that co-developed SCOR — as management-consultant SCOR practitioners, and contributed to SCOR there. The questions we asked client supply chains with this model decades ago are the questions our agents ask continuously now.
